Insanum hunc quicunque vides seseque suosque
Rate perforata mergere,
Ah, quàm vera vides! nam quod pictum aspicis, horum
Viva est imago temporum.[1]

You who see this madman, with the ship holed, drowning himself and his men, Ah! what true things you see! For what you see depicted is the living image of these times.

Notes:

1.  This emblem refers to the ‘ship of state’, being led by a madman (not specifically identified: could it be Henri III of France in 1580?).
